The
New Covenant is referred to by name once in the Old Testament (Jeremiah 31:31) and nine times in the
New Testament: four times in reference to the blood of the New Covenant (Matthew 26:28; Mark 14:24, Luke 22:20; and 1 Corinthians11:25), once in connection with Paul’s
ministry (2 Corinthians 3:6), and four times in Hebrews (8:8, 13; 9:15; 12:24). As we
have already observed it is a covenant made specifically with the house of
Israel and the house of Judah. It is New in that it fulfills, cancels, and
takes the place of the Mosaic Covenant, which in the process became old.
