Peter
is not here stating that private individuals are unable to interpret Scripture,
and hence, as Rome teaches, must leave the interpretation to the Church. He is
likewise speaking of the origin of the Scripture. The verb “is” is ginetai,
to become, arise, originate. Peter is saying that no prophecy of Scripture originated
in the mind or in the will of man, but that holy men spoke as they were borne
along by the Holy Spirit.
