Orr holds
essentially the same position as Strong. He says:
In view of these facts, it is felt by many that, to express the idea of
an inspiration which pervades all the parts of the record, the word ‘plenary’
is more suitable than ‘verbal’ This term... avoids the mistake into
which others fall of speaking as if parts of the record were inspired,
and parts uninspired.10
